A recirculating pump that pumps the fluid through the heat exchanger has a pump with a cylindrical chamber in which the fluid is pumped. In the rear part of the chamber is an opening through which the fluid can pass radially. The fluid emerging from the opening is fed to a discharge nozzle which discharges the fluid onto a heating surface. This heating surface is arranged inside a special pipe and is maintained at a preset temperature. In this arrangement the discharge nozzle and the heating surface form the flow-controlled and temperature-controlled heat exchanger of the invention. The temperature of the fluid is controlled by adjusting the discharge nozzle. A lower or higher flow is adjusted by using a throttle device. The throttle is situated in the rear part of the cylindrical chamber of the pump, which is formed by a pump casing that is capable of rotating about a centrally arranged axis. Fluid can only flow in when the pump is rotated. The rotation of the pump is usually done manually. The danger of scalding and heat leakage exists if the heating surface has a great heating surface. It is very difficult to control the temperature of a heating surface with a surface area of a few square meters. The safety aspect of a throttling arrangement presents the same problem.
